The new measures stipulate that all high-tech enterprises recognized by the region must carry out research and development in strict accordance with the high-tech scope specified by the region. There are 11 high-tech scopes, involving bioengineering, new materials and application technologies, advanced manufacturing technologies and other new processes and technologies applied in the transformation of traditional industries. At the same time, with reference to international standards, it is clearly stipulated that the proportion of high-tech products in sales should be increased from 40% to 60%, and the proportion of the annual funds used by enterprises for research and development of high-tech products in the total sales of the year also increased from 2% to 5%. At the same time, the region will review the qualification of the identified high-tech enterprises once every two years, and the unqualified enterprises will be disqualified from the regional high-tech enterprise qualification. Recognized high-tech enterprises will enjoy preferential policies stipulated by the region.
At present, there are more than 20000 high-tech enterprises recognized in the region. According to the revised method, the original high-tech enterprises only enjoy policies in the high-tech zone. Now, for example, software enterprises (preferential tax policies) have been promoted nationwide, and other preferential policies are being formulated.
The revised industry standards and the newly revised conditions and methods for the identification of high-tech enterprises will play a single role in the implementation of scientific and technological contribution rate, adjustment of product structure, and establishment of new economic development mode for textile edging ribbon enterprises.
